Owners are prohibited from denying access during the times the occupant is entitled to access, except for satisfying a lien or due to a recommendation or order from law enforcement or other government entities. If access is denied under these exceptions, the owner must restore access as soon as practicable and cannot dispose of the property before the occupant regains access.
