New Jersey S821 amends the Council on Affordable Housing's (COAH) obligations regarding fair share affordable housing obligations. The bill requires COAH to credit municipalities with units against their fair share affordable housing obligation for certain types of housing. Specifically, the bill provides that one unit of a municipality's fair share obligation can be credited for each bedroom in a community residence.
