New Jersey S804 establishes a three-year pilot program to prevent and mitigate obstetric discrimination in maternity care.

New Jersey S804 mandates the Department of Human Services to create a three-year Obstetric Discrimination Prevention and Mitigation Pilot Program. This program will involve selected maternity care hospitals and birthing centers using a perinatal quality improvement measurement tool to recognize and report obstetric discrimination as an adverse event. The tool will also evaluate the presence and magnitude of obstetric discrimination and its impact on Black mothers during childbirth hospitalizations. The program will be funded through NJ FamilyCare using a value-based payment methodology.
