Revises law prohibiting feeding of black bears and establishes a program for bear-proof garbage cans.

This bill amends the law concerning the feeding of black bears in New Jersey. It removes the exemption for "unintentional feeding" and replaces it with a specific list of activities that are not considered feeding. These include licensed wildlife possession, agricultural activities, birdfeeders under certain conditions, food at shelters or cat colonies, and feeding companion animals with uneaten food removed nightly. The bill also establishes a program within the Department of Environmental Protection for distributing bear-proof garbage cans.
