Restructures electric and gas public utility industries in New Jersey.

The bill establishes a framework for restructuring the electric and gas public utility industries in New Jersey. It allows electric public utilities to own and operate electric generation facilities but requires those that do not to comply with the "Electric Discount and Energy Competition Act." The bill mandates that electric public utilities obtain a certificate from the New Jersey Board of Public Utilities before constructing an electric facility. The board must hold public hearings to investigate accidents at electric generating or transmission facilities and determine fault.
