Establishes mandatory penalties for committing burglary, robbery, or theft during a state of emergency in New Jersey.

This bill amends the "Disaster Control Act" to establish additional mandatory penalties for committing theft, robbery, or burglary during an emergency. The penalties include a mandatory six-month term of imprisonment or a six-month term of community service, in addition to any other penalties for these crimes. The bill clarifies that a person may be penalized under the Disaster Control Act while an emergency is ongoing. The State must prove all elements of the offense beyond a reasonable doubt to obtain a conviction.
