Prohibits utility from billing customer for certain infrastructure upgrades; allows recovery in rate base.

New Jersey S61 prohibits a public utility from billing a customer for costs incurred for necessary upgrades to utility infrastructure due to a qualified construction project. A qualified construction project is defined as construction performed on a customer's property to mitigate damage from a previous or future natural disaster. Customers must certify this within 90 days of project completion. The bill allows the utility to recover these costs in its rate base or through other approved mechanisms.
