New Jersey S587 establishes neutral safe exchange zones at county sheriff offices for custody and visitation exchanges of minor children.

New Jersey S587 requires each county sheriff to designate at least one parking lot at the sheriff’s office as a neutral safe exchange zone for parents to meet and exchange minor children. These zones must be accessible 24/7, have adequate lighting, and maintain an external video surveillance system that records continuously. The surveillance system must record during both day and night, capture clear images, and display the time and date. The county sheriff must retain these recordings for at least 45 days.
