New Jersey S55 allows municipalities with fewer than 2,500 residents to withdraw from civil service by ordinance.
New Jersey S55 permits municipalities with populations under 2,500 to rescind their adoption of Title 11A, Civil Service, by ordinance. If rescinded, the change takes effect six months after the ordinance's final adoption. Once rescinded, the municipality cannot readopt the civil service provisions for at least five years and can only do so once. The New Jersey Civil Service Commission will issue regulations to implement this change.
