Establishes a pilot program for acquiring abandoned properties in municipalities in need of stabilization and recovery. Requires the director of the Division of Local Government Services in the Department of Community Affairs to establish a list of abandoned properties by compiling tax rolls, ground surveys, and any abandoned property list maintained by the municipality. Requires the director to formally designate any property that meets the requirements of being abandoned as abandoned if the property was not previously designated as abandoned by the municipality.
