The bill establishes the Stolen SNAP Benefits Replacement Fund in the Department of Treasury to replace stolen Supplemental Nutrition Assistance Program (SNAP) benefits. The fund will be seeded by a supplemental fee, equal to five percent of penalties paid by defendants in civil or criminal settlement agreements with the Attorney General. The Attorney General will stop assessing the fee once the state transitions to chip technology electronic benefits transfer cards for SNAP participants.
