New Jersey S4522 establishes a new State school aid category for specific school districts located in municipalities that are part of Highlands or Pinelands preservation areas. A qualifying school district must have experienced a net loss in State school aid from 2017-2018 to 2024-2025, have a resident enrollment greater than 500 students, and be wholly located in a municipality where at least 10 percent of the total acreage is in the Highlands or Pinelands preservation areas.
