Municipalities and counties can lower speed limits on certain roads without engineering and traffic investigation.

This bill allows municipalities and counties to reduce speed limits by up to five miles per hour on roads with a speed limit of 35 miles per hour or less in school zones or high-pedestrian areas. The reduction can occur without the need for an engineering and traffic investigation. However, the speed limit cannot be reduced more than once on the same road and must not fall below 15 miles per hour. Additionally, no reduction is allowed if a traffic study is ongoing or within a year of a previous speed limit change due to a traffic study.
