New Jersey S4401 requires the Board of Public Utilities (BPU) to conduct a comprehensive study on the environmental, infrastructural, and financial impacts of data center development in the state. The study must be completed within twelve months of the bill's effective date and a report submitted to the Governor and the Legislature. The report must include evaluations of potential environmental degradation, energy demand, water consumption, public health impacts, fiscal impacts, and energy efficiency of data centers. It must also provide recommendations for mitigating adverse impacts.
