Expands requirements for automatic enrollment in utility bill payment assistance programs.

This bill requires the Department of Community Affairs to enter into a memorandum of understanding with nonprofit organizations and utility companies that administer utility bill payment assistance programs. The memorandum requires these entities to provide lists of eligible households and necessary information to determine the amount of assistance. The Department of Community Affairs must then automatically enroll eligible households into these programs. Nonprofit organizations and utility companies must also provide quarterly lists of utility customers and eligibility criteria.
