The bill establishes the New Jersey Animal Abuser Registry to mandate registration for individuals convicted of animal abuse offenses who reside or are physically present in the state for more than 14 consecutive days or 30 days in a year. It requires the Attorney General to maintain a central registry and develop a system for public disclosure of offender information on the Internet. Community notification is based on the offender's risk of re-offense, with low-risk offenders' information not publicly available unless ordered by a court.
