New Jersey S4286 expands the Fresh Start Program to include payment forgiveness for nonprofit organizations in arrearages with electric and gas.

New Jersey S4286 expands the eligibility requirements of the Fresh Start Program to include payment forgiveness for nonprofit organizations in arrearages with electric and gas public utilities. The Board of Public Utilities must review customer accounts to identify and automatically enroll eligible nonprofit organizations. These organizations must provide services throughout the state, have an annual budget of $500,000 or less, and be tax-exempt under section 501(c)(3) of the federal Internal Revenue Code. The act takes effect immediately.
