New Jersey S4265 makes it illegal to operate a motor vehicle with a license plate that is intentionally obstructed or concealed. It also bans the sale, distribution, transfer, purchase, receipt, or possession of merchandise that is designed or intended to obstruct a license plate, such as retractable license plate holders, reflective spray, tinted or blackout license plate covers, and license plate flipping devices. Violators face fines up to $500 for a first offense and $750 for subsequent offenses, along with penalty points and insurance eligibility points for repeat violations.
