Establishes the Health Equity Access and Leadership (HEAL) Fund within the Health Care Subsidy Fund to provide grants for essential health care.

The bill establishes the Health Equity Access and Leadership (HEAL) Fund within the Health Care Subsidy Fund. The fund is intended to provide grants to health care community-based organizations and service providers that offer essential health care services to underserved or underinsured populations and all patients, regardless of various characteristics. The fund is to be comprised of revenues from employee and employer contributions, hospital assessments, interest and penalties, and other sources determined by the Legislature.
