Establishes the Commission on Black Women and Girls to study and recommend policies impacting Black women and girls.

The Commission on Black Women and Girls is established to study and recommend policies, programs, and incentives that State, county, or municipal governments may adopt to benefit Black women and girls. The commission will focus on education, labor and workforce development, healthcare, justice and civil rights, and housing. The commission will also conduct a comprehensive study and collect data every other year on various topics impacting Black women and girls.
