Removes exclusion of certain institutions of higher education from "Responsible Collective Negotiations Act.

This bill revises the "Responsible Collective Negotiations Act" to remove the exclusion of county colleges, state colleges and universities, Rutgers, and the New Jersey Institute of Technology from certain provisions. These provisions concern collective negotiations, confidentiality of communications, and employee information-sharing requirements. The bill aligns the treatment of these institutions with other public employers.
