Establishes "Veterans Helping Veterans" program in DVA to link homeless veterans with housing from other veterans.

This bill establishes the "Veterans Helping Veterans" program within the Department of Veterans Affairs (DVA) to connect homeless veterans with housing provided by other veterans.
