New Jersey S4072 requires public institutions of higher education to adopt a policy permitting students to withdraw and receive refunds for extenuating circumstances. These circumstances include illness, injury, hospitalization, and mental health and wellness issues. The policy must define these terms and provide refunds for tuition, fees, room, and board for unused services. Refunds for financial aid or state aid recipients are subject to state and federal laws and regulations. The act takes effect immediately and applies to the first full academic year following enactment.
