The bill amends existing statutes to specifically include noose, burning cross, or other symbol of hate in the definition of symbols, objects, or graffiti that expose another to threats of violence. It also modifies the penalties for defacing or damaging private property used for religious, educational, residential, memorial, charitable, or cemetery purposes, or for assembly by persons exercising rights guaranteed by law or the Constitution. The bill takes effect immediately.
