Introduced Text

New Jersey S398 mandates reduced helicopter operations at state-licensed aviation facilities to lower noise.

New Jersey S398 requires the Commissioner of Transportation to adopt rules and regulations to reduce helicopter noise at airports, heliports, and helistops. These rules must include a requirement for a 47% reduction in helicopter flights compared to the previous year's average. Exemptions apply to flights by federal or military authorities, news agencies, and emergency medical services. Additionally, the bill mandates that operators of heliports and helistops prohibit sightseeing and tourist helicopters from operating between 9:00 p.m. and 8:00 a.m. on weekdays and between 6:00 p.m.
