Establishes safety requirements for transportation network companies in New Jersey.

The bill establishes safety requirements for transportation network companies (TNCs) in New Jersey. It prohibits applicants and drivers convicted of certain crimes from using TNC digital networks. TNCs must implement zero-tolerance policies for crimes against drivers and riders, and develop procedures for investigating complaints. Each prearranged ride must be continuously audio recorded and may be video recorded at the driver's or rider's option. TNCs must notify riders and drivers of safety policy updates and prohibit drivers and riders from offering food or beverages to others.
