The bill establishes the "Household Water Assistance Program" to provide affordability assistance for water, sewer, and stormwater utility services to eligible households in New Jersey. The program aims to reduce the cost of water services, prevent disconnection of water service due to inability to pay, and restore water service to households disconnected due to inability to pay. Eligible households include those with an income at or below 200 percent of the federal poverty guidelines and those receiving certain federal benefits.
