New Jersey S3512 regulates the performance of pet grooming services by requiring registration with the Division of Consumer Affairs for individuals or businesses with three or more valid complaints of negligent pet grooming within a year. The director must investigate complaints filed by pet owners within 90 days of the alleged incident. A public awareness campaign will inform the public, pet owners, and pet groomers about the registration requirement, complaint process, and penalties. Registered individuals must notify pet owners and post notifications in their facilities.
