New Jersey S3396 amends existing law to allow educational research and services corporations to act as lead agencies or contracting units for procurement of goods and services, including educational technology systems and related services. The bill also exempts certain contracts from public bidding requirements, specifically those involving shared services agreements with voting member institutions of higher education. These agreements are not subject to state law public bidding requirements. The bill takes effect immediately.
