Expands definition of qualifying municipality for urban aid under P.L.1978, c.14.

The bill amends the definition of a "qualifying municipality" for urban aid purposes under P.L.1978, c.14. It includes a city of the fourth class or a municipality with a population between 2,000 and 2,200 in a county of the sixth class, provided it has the highest effective property tax rate in the county or is within the top three percent of the most distressed municipalities in the State. This change allows the City of Wildwood and the Borough of Woodbine to qualify for urban aid. The bill takes effect immediately.
