Establishes a common course numbering system for public institutions of higher education in New Jersey.

The bill mandates the Secretary of Higher Education and the New Jersey Presidents’ Council, in consultation with public institutions, to create, implement, and maintain a common course numbering system for general education classes leading to associate or baccalaureate degrees. The system must be operational by September 1 of the first full academic year following enactment. Independent institutions may choose to participate in this system.
