Establishes limits on transcript release restrictions at institutions of higher education and proprietary institutions in New Jersey.

The bill sets conditions under which an institution of higher education or proprietary institution licensed to offer academic degrees may refuse to release a transcript to a student who has an outstanding account balance at the institution. It prohibits institutions from restricting or conditioning the provision of a transcript to a student who owes less than $2,000 in non-mandatory charges.
