Establishes a rebuttable presumption for pretrial detention of individuals charged with theft of a motor vehicle if they caused death or serious.

This bill amends New Jersey law to establish a rebuttable presumption that a person charged with theft of a motor vehicle should be detained prior to trial if, during the theft, they caused death or serious bodily injury to another person or created a substantial risk of such harm. The presumption can be rebutted if sufficient proof is provided. The court may order pretrial detention if the presumption is not rebutted. The defendant has the right to be represented by counsel and to present evidence at the detention hearing.
