It makes permanent the requirement for students to complete and submit a financial aid application as a prerequisite to receiving a high school diploma. Students can be exempt if they or their parents submit a waiver form. The bill also mandates that resources be provided to school districts, charter schools, parents, and students to assist with completing the application.
