New Jersey S3244 mandates a minimum of one school bus aide for every 15 special needs students on a school bus.

New Jersey S3244 requires boards of education or contracted service providers to ensure that a school bus has at least one school bus aide for every 15 students with special needs. This ratio must be maintained at all times when transporting students with special needs or a combination of special needs and general education students. The definition of "student with special needs" excludes those classified solely on the basis of a "specific learning disability." The act applies to the first full school year following its enactment.
