New Jersey Pharmacy Fair Reimbursement and Anti-Steering Act regulates pharmacy benefits managers.

The New Jersey Pharmacy Fair Reimbursement and Anti-Steering Act mandates that pharmacy benefits managers must reimburse contracted or independent pharmacies for prescription drugs at a rate equal to the National Average Drug Acquisition Cost (NADAC) for the dispensed prescription drug ingredients. If NADAC is unavailable, reimbursement must be at least the wholesale average cost. The act prohibits spread pricing, where pharmacy benefits managers charge more than they pay pharmacies.
