Establishes an election incident reporting and complaint database and requires voter instructions to include certain telephone numbers.

The bill mandates the Secretary of State to create an election incident reporting and complaint database to document civil rights violations, voter fraud, and other election-related incidents or complaints. The Secretary of State must compile incidents or complaints submitted to the Department of State or county election officials in real time during an election. Additionally, the bill requires the voter information notice, which is posted in each polling place, to include the telephone numbers of the U.S.
