New Jersey S3178 modifies academic credit transfer agreements and establishes a Transfer Ombudsman to resolve disputes.

New Jersey S3178 modifies the Statewide transfer agreement and reverse transfer agreement by replacing them with standards for credit transfer and reverse transfer. The Secretary of Higher Education, in consultation with the New Jersey Presidents’ Council, will establish these standards. The bill also establishes the New Jersey Transfer Ombudsman within the Office of the Secretary of Higher Education to facilitate the resolution of disputes between students and public institutions of higher education regarding credit transfer compliance.
