This change repeals existing sections that prohibit noncitizens from acquiring tenure. The bill allows teachers from foreign countries who have declared an intention of becoming U.S. citizens and meet other qualifications to obtain a noncitizen teaching certificate. Additionally, teachers enrolled with an approved international agency do not need to declare an intention to become a U.S. citizen to obtain certification.
