The bill supplements the FY2026 Appropriations Act by making an additional $10 million off-budget appropriation to the NJSHARES - S.M.A.R.T. Program. This funding is intended for utility payment assistance, including utility arrearage assistance, for homeowners and tenants facing financial difficulties. To be eligible, applicants must not be receiving or eligible for funding from private insurance or other funding opportunities that would be considered a duplication of benefits.
