Establishes a program to provide free tuition for students attending county college for two years before transferring to a four-year public.

The bill establishes the Two to Four Tuition Free Students Program within the State Tuition Aid Grant Program. It provides free tuition to eligible students who are accepted to a four-year public institution of higher education, qualify for tuition aid grants, and choose to attend a county college for the first two years of their undergraduate education. The Higher Education Student Assistance Authority will administer the program.
