Exempts local library cooperatives from certain provisions of the "Local Public Contracts Law.

The bill amends the "Local Public Contracts Law" to exclude local library cooperatives from the definition of "contracting unit." It also exempts goods and services provided by local library cooperatives from the public bidding process. This means that local library cooperatives will not be subject to the same bidding requirements as other contracting units.
