The bill allows service members and dependents to choose between a letter grade, pass or fail grade, incomplete grade, withdrawal, or transfer to an online course if available. It also specifies that if a service member or dependent has completed at least 55 percent of the course duration, they may receive a letter grade if the faculty member determines sufficient work and progress have been made.
