New Jersey S3013 establishes a $0.40 monthly fee on commercial mobile services to fund the Statewide behavioral health crisis system.

New Jersey S3013 creates a monthly $0.40 fee on commercial mobile services and IP-enabled voice services to support the Statewide behavioral health crisis system of care. The fee does not apply to users of the federal Lifeline program. The collected fees will be credited to the "9-8-8 Suicide and Crisis Hotline Trust Fund Account" in the Department of the Treasury. The fund will be used to ensure efficient routing and response to 9-8-8 calls, provide crisis stabilization services, and support public awareness campaigns.
