New Jersey S2896 allows marriage or civil union licenses to be issued and solemnized via audio-visual technology.

New Jersey S2896 permits couples and witnesses to appear via audio-visual technology before a licensing official to obtain a marriage or civil union license. It also allows the solemnization of the marriage or civil union to be conducted via audio-visual means. The video conference must be live and allow interaction between the couple, officiant, and witnesses. Each member of the couple and the witnesses must sign the pertinent documents and transmit them to the licensing official or officiant. The bill amends R.S. 37:1-8 and R.S. 37:1-17 to include these provisions.
