New Jersey S2766 mandates that municipalities provide property owners with written terms and conditions for receiving water services from municipal water systems. These terms must include the financial responsibility of the property owner and the level of responsibility for maintenance and repairs. The written terms must be posted on the municipality's website and mailed to property owners annually with their first billing statement. When a property changes ownership, the new owner must receive the terms within 45 days of the change.
