New Jersey S2646 requires the executive county superintendent of schools to develop a consolidation plan for combining school districts within the county into regional school districts. The plan must recommend consolidating districts with fewer than 500 students and establishing or enlarging all-purpose or limited purpose regional districts. The executive county superintendent must commission a feasibility study for each proposed regional district, which must include analyses of financial conditions, potential cost savings, and student transportation.
