It mandates that electric power suppliers and basic generation service providers offer net metering at a non-discriminatory rate to these facilities for electricity generated using a Class I renewable energy source. Facilities can receive credit on their utility bill for the electricity produced. If the generated electricity exceeds the facility's usage, the supplier or provider must credit the facility for the excess kilowatt hours until the end of the annualized period.
