New Jersey S2532 requires the Secretary of Higher Education to appoint a special auditor to investigate claims of abuse of public funds at public institutions of higher education. The special auditor must decide whether probable cause exists to credit the allegations in the complaint within 90 days of receipt. If probable cause is found, the auditor conducts an investigation. If abuse is confirmed, the offending entity must repay misused funds and pay a fine. The Office of the Secretary of Higher Education uses these fines to fund future investigations.
