Expands Lifeline Credit and Tenants' Lifeline Assistance Programs to include water utility bill assistance.

This bill expands the Lifeline Credit and Tenants' Lifeline Assistance Programs to include assistance for water utility bills. These programs currently provide a $225 benefit on gas and electric utility bills to eligible customers who participate in the Pharmaceutical Assistance to the Aged and Disabled Program, receive Supplemental Security Income, or receive disability benefits under the federal Social Security Act. The bill also mandates the Commissioner of Human Services to submit annual reports on the programs' implementation and impact.
